The shield will scale to your level up to a point (point unknown). The Bee can be dropped from "Hunter Hellquist" (see section below for in depth instructions on how to kill him) at any level at which you can kill him.
The shield will carry with it better stats if dropped in PT2.5 (Play through 2.5 aka: beat the game in Vault Hunter Mode at level 50 then everything will be scaled to level 50 (this is how you get the best drops in the game). The above "The Bee" shield was dropped in the second playthrough in True Vault Hunter Mode. It's a Legendary Shield and is a very rare drop from " Hunter Hellquist" (see below to learn more about getting the shield). The Bee is one of the best Shields in Borderlands 2.
